Manchester City have been found guilty of all but one of the 115 charges brought against them by the Premier League for financial irregularities.
Arsenal and Tottenham Hotspur are among four Premier League clubs reported to have received early guilty verdicts from Manchester City. City were found guilty of 114 of the 115 financial offenses brought against them by England’s top flight last week.
The Premier League issued a statement last week confirming City were guilty by an independent three-man panel, but it appears some clubs may have been warned before others.
The city has pleaded not guilty and denied any wrongdoing. The 2023/24 Premier League champions confirmed they had lodged an appeal ahead of Friday’s deadline, claiming they had “comprehensive irrefutable evidence” to clear their name.
It now awaits the outcome of the appeal, which will be overseen by an independent three-member panel, with a decision expected by the end of the year.
Four Premier League clubs were informed of the ruling before an email was sent to the rest of the top flight on September 25, the Telegraph reports.
Liverpool, Manchester United, Arsenal and Tottenham have all launched potential legal proceedings in 2024, which could see the clubs receive compensation if the ruling against City is upheld on appeal.
It remains to be determined what any compensation might include, and the exact outcome of the case against the City is unclear. If the appeal is unsuccessful, City have been cited for a range of possible sanctions, including financial penalties, transfer bans, points deductions, title stripping and expulsion from the Premier League.
The city continues to maintain its innocence and released a statement last week confirming that it has filed an appeal in response to the verdict.

“Manchester City Football Club can confirm that at 19:00 on Thursday 1 October 2026, the Club has lodged a comprehensive appeal against the opinion of the Premier League Commission in relation to a Premier League disciplinary matter,” a statement from City said.
“The Club’s firm position is that the opinion contains clear material errors of law, principle, and fact on multiple grounds and is dangerous.
“The club is innocent of the allegations made by the Premier League and there is an incontrovertible body of evidence to support all its positions in this case.
“We will continue to respect due process, and until all processes are complete, what we can say further will be strictly limited.”
