It was reported earlier on Monday that Palmer had withdrawn, with the FA confirming he will be replaced by Nottingham Forest’s Morgan Gibbs-White.
Everton midfielder James Garner will also be in the group for England’s four Nations League games during the long international break.
Midfielder Rice played the entire game on Saturday as Arsenal lost 0-3 to Brighton and Hove Albion, suffering their first defeat of the new season.
However, England are said to be managing his minutes after playing 69 games for club and country last season and this summer’s World Cup.
Rashford and Mainu were ultimately benched in Manchester United’s 1-1 draw with Fulham and are currently being assessed by the club.
Newcastle defender Liveramento has struggled with injuries of late, with a hamstring problem ruling him out of the World Cup after being selected for North America.
After recovering from the problem, Liveramento missed Newcastle’s 2-1 win over Hull City on Saturday due to his latest setback, the nature of which has yet to be confirmed.
England face Spain at Wembley on Saturday before two games against the Czech Republic on either side of their tour of Croatia.
